Chairman of the Board

Neil Bush

Mr. Bush serves as the Chairman of Skytower Investments (STI). He also serve as the Chairman of Atlas Renewable LLC, a shareholder of STI. Through his company Neil Bush Global Advisers, is engaged in international business development with a focus on cross border activity between Asia and the United States. Mr. Bush has traveled to China 140+ times visiting 35+ cities since his first visit in 1975. Over the past thirty years he has engaged in a variety of cross border business transactions. He has assisted US companies enter the Chinese market including companies involved with wall board, auto parts, mall marketing, drug development, and health care. As an example, Mr. Bush was Vice Chairman of the company that prepared the early development plan for a multiphase, multiuse real estate development in Chongqing, China. He brought in Boulevard Properties as a master development partner and Triple Five as the planning partner for a regional retail, entertainment, and commercial facility. The overall project is in the 4th stage of development and will involve $8 billion in investment when completed.

Through various relationships, Mr. Bush has supported Chinese/ Asian investment in the United States including an $18 million investment in LCD screen technology, a $110 million investment in three real estate projects in California and Ohio, and a $1.1 billion acquisition of a food processing business. In one recent case, a Chinese investor who had acquired fertility practices in Chengdu and Shenzhen worked with Mr. Bush and his Chinese team in Asia & America Consultants to acquire 51% of a practice in California for $180 million. The merged assets have subsequently gone public on the Hong Kong exchange providing an exit to Mr. Bush and his associates.

Mr. Bush is engaged in various charitable activities. He is the founder and chairman of the George H.W. Bush Foundation for U.S.-China Relations. Mr. Bush has participated in numerous forums and has given speeches to various groups. Throughout the years he has met many top-level officials at all levels of government. Mr. Bush was the top US participant in the 2019 Imperial Springs International Forum attended by 27 former Presidents and Prime Ministers from across the world. Mr. Bush was one of four delegates asked to make a presentation to President Xi Jinping, Foreign Minister Wang Yi, and State Councilor Yang Jiechi. More recently, Mr. Bush offered video greetings for China’s October 1, 2020 National Day and Mid-Autumn Festival. His message was played nationally on CCTV in China and was viewed by millions.

In 2018 and 2019 Mr. Bush served as Co-Chairman of an annual international symposium focused on the Peaceful Use of Space Technology. This conference is co-hosted by the largest global space related organizations in the world and delegates from China, the USA, Europe, Russia, and Japan attended. The next symposium will be in November 2020. Mr. Bush serves as chairman of the advisory boards of the Bush School of Government and Public Service at Texas A&M University, of Points of Light, and of the Barbara Bush Houston Literacy Foundation.

Chief Executive Officer

Eric H. Fang

Mr. Fang has more than 30 years experiences in technology investment, corporate management, strategic corporate advisory services, strategic business development services, joint venture and localization strategies, product marketing and sales in both the United States and Chinese markets.

Eric Fang also serves as Vice Chairman of the Board and President & CEO of the National Center for Sustainable Development (NCSD), a national 501(C)(3) not-for-profit corporation focused on sustainability, renewable energy and environment. He is a Board Member of the University of Wisconsin-Stevens Point Foundation. In his advisory capacity, Mr. Fang serves as Executive Standing Board Member of the Energy Investment Professional Committee of China Investment Association, as member of Board of Advisors at the George H.W. Bush Foundation for U.S.-China Relations and as Strategic Advisory Board member of Energy Vault (NYSE: NRGV) along with leaders from CEMEX Ventures (NYSE: CX), BHP Ventures (NYSE: BHP), Saudi Aramco Energy Ventures (TADAWUL: SAUDI ARAMCO), Enel Green Power (ENEL.MI), PlusVolta, Pickering Energy Partners, Ark Energy, a wholly owned subsidiary of Korea Zinc (KRX 010130).

Mr. Fang currently serve as Chief Exective Officer of Atlas Renewable is also the founder, Chairman and CEO of Sinoaccess Group, with bases of operation in both the United States and China. Sinoaccess Group is a strategic advisory and investment group covers a wide variety of industrial sectors including renewable energy and environment, water resources, healthcare and bio-medical life science, wireless and mobile communications.  Sinoaccess serves as a business and cultural bridge for enterprises seeking access to these markets. Between 2018 to present, Mr. Fang served as President, ANDE China, a disruptive DNA identification technology company with worldwide sales and services. Between 2011-2018, Mr. Fang, served as Managing Director of ENFOS Inc. China Operations, a top tier AI based Environmental Remediation Data Management company from Silicon Valley, has successfully led the ENFOS team to helped the Chinese Ministry of Ecology and Environmental to formulate its Environmental Remediation management policies and practices.

Through Sinoaccess, Mr. Fang has served as a key advisor to some of the largest companies in the world, including Fortune 500 public companies in the United States, such as AT&T, GE Capital, GE Spacenet, Tektronix, L-3 Communications, Spar Aerospace, COMSAT RSI, ARRIS Group, and Software AG of Germany.  In the 1990s, Mr. Fang and his Sinoaccess Group developed and deployed US-led vendor awards of more than eight key national telecommunications infrastructure deployment programs for the Chinese government funded by the World Bank. Prior to China development, Sinoaccess successfully deployed a national satellite communications backbone network for the government of Indonesia government, interconnecting 24 islands under a US EXIM BANK funding program in the late 80s.

Mr. Fang holds BS degree from University of Wisconsin-Stevens Point and MD degree from Southwest University of Medical Sciences in Chengdu, China.

Abdullah Zaid Al-Meleihi

Sheikh Abdullah Zaid Al-Meleihi is chairman of Al-Ramez International Group and CEO of its subsidiary, Saudi Excellence Co. A Saudi businessman and investor in artificial intelligence and new technology, Al-Meleihi is a member of the Saudi Chamber of Commerce and Industry. He proved his ability as an administrator in 1991 when Al-Ramez International Group was established with a futuristic vision in Riyadh.

The company has investment activities in the Kingdom as well as abroad in real estate, agriculture, security, entertainment, construction, telecom and marketing, renewable energy and retail. Its annual turnover exceeds $800 million. The cornerstone of the group are its investments in new and developmental technology in line with the objectives of the Saudi Vision 2030 reform plan, and Al-Meleihi’s companies are attracting foreign companies to start up in Saudi Arabia.

Al-Meleihi was chairman of the Saudi-Singapore Business Council from 2006 to 2017. He was also a member of the Saudi-British Business Council, the China Business Council and the board of directors of the Euromarche company. He is a law graduate from King Abdulaziz University in Jeddah.

Senior Vice President, Strategy and Policy

Mitchell F. Stanley

Mr. Mitchell F. Stanley serves as Director and VP, Government Relations. Mr. Stanley is the founder and Chairman of the National Center for Sustainable Development (NCSD), a national 501(C)(3) not-for-profit corporation. He also serves as a Board Member at the Energy and Environmental Management Institute of George Washington University in Washington DC., and Chief Expert at the Energy Investment Professional Committee of China Investment Association. Prior to the establishment of NCSD in 2000, he was Chairman of the Board of WebBank, an FDIC insured financial institution located in Salt Lake City, Utah to make US government guaranteed small business loans nationwide.

The establishment of the ATLAS RENEWABLE LLC was a return to issues of economic development and environmental stewardship which previously were seen as two completely different topics but in reality, have become the hallmark of understanding the context of global successful societal development. The role of small business as an engine for growth and community renewal an remains one of the core underlying principles of ATLAS RENEWABLE LLC’s mission. Another key focus of ATLAS RENEWABLE LLC as established was the great respect for China its accomplishments and its continuing challenges and the need for all Americans to get educated on the realities of its role in the world that our children will inherit. Mr. Stanley’s belief that China is important to America’s future prosperity and world position. All starts with education and knowledge of China’s history, geography and vast population and how these factors effect today’s global economic, political and social landscape.

In the early 2000’s the work of NCSD concentrated on an innovative subsidiary of the NGO known as the Brownfields Stewardship Fund (BSF.) The Fund effected the transition of contaminated real property from legacy owners to new productive community reuse. While successful it pioneered many critical processes currently in use that have now be used nationally to restore liquidity to real estate otherwise not financeable due to prohibitions against US banks’ lending ascribing value to such contaminated real estate as collateral.

Mr. Stanley’s career in the US government’s foreign service began in 1977 as an economic analyst and he served later in many senior positions at the U.S. Department of Commerce, The State Department and the White House. Mr. Stanley served on President Reagan’s West Wing staff for three years in the Office of the Counsellor to the President on matters related to the Cabinet.

Upon his return from China, he served as Chief of Staff and Cabinet Secretary for Secretary of Commerce Mr. Malcolm Baldrige. His interest in new and innovative small business lending products and economic development programs began during his tenure with the federal government as Deputy Administrator of the U.S. Small Business Administration’s Finance, Investment and Procurement programs under President George H.W. Bush. Mr. Stanley completed his government career with the highest rank in the Senior Executive Service and received several Presidential Rank Awards. He graduated in 1977 from Georgetown University’s School of Foreign Service in Washington, D.C.

Senior Vice President, China Development

Zhang Jie

Mr. Zhang, serves as Vice President and General Secretary, Energy Investment Professional Committee (EIPC) of the Investment Association of China (IAC), and Deputy Director, Zero Carbon China Research Center of the Investment Association of China (IAC). He is also concurrently serving as Chairman of the China Automotive Alliance Parking and Charging Sub-Alliance. He is the founder of Micro Energy Network, and the first proponent of “Zero Carbon China Initiative”.

Main business expertise: mainly in the energy transformation, energy investment, energy policy, climate change adaptation and slow, alternative renewable energy, hydrogen, carbon emissions, environmental and economic sustainable development and poverty alleviation, terminal energy consumption of electrification of renewable energy, and energy projects pro-phase evaluation, energy audit, energy top-level design planning and constructing PPP energy infrastructure of public service, etc.

Before joining the IAC in 2005, he is in the related research institutions engaged in the study of industry, mainly engaged in the study of the IT industry and energy industry, and created the industry assessment and its energy consulting company, created during the China energy investment network and micro can network, he took part in the past 20 years hundreds of the top design and planning, energy policy advice. He has personally participated in the investment of several energy transition projects and published several energy transition articles in mainstream media.

Chief Information Officer

Steve Chien

Steve Chien servers as Chief Information Officer with nearly three decades of experience in the IT industry. With a keen eye for innovative technologies, he has consistently played a pivotal role in supporting R&D initiatives and shaping life-cycle methodologies. Steve’s extensive career includes a significant tenure as the Vice President of Architecture and Cloud Services at SafeGuard Cyber, a leading cyber threat intelligence company. In this role, he spearheaded platform development and ensured uninterrupted 24×7 operations. Prior to his work at SafeGuard Cyber, Steve served as a Principal Staff Member at Product Lab, where he led groundbreaking projects in big data processing and cloud data center development. His expertise and leadership have consistently driven technological advancements. Notably, Steve Chien also made significant contributions as a Senior Management Staff Member within the eCommerce division of GSI Commerce, the predecessor of eBay Enterprise, Inc. During his time there, he played a pivotal role in empowering websites like Ralph Lauren, ToysRUs, and NFL with cutting-edge technology solutions. Before his tenure at GSI, Steve held the position of Chief Technology Officer and Vice President of Engineering and Service Operations at Moka LLC. This forward-thinking technology company specialized in SMS real-time communication and translation solutions, operating both in the United States and China.

Earlier in his career, he served as the Chief Architect of WisageTech, a prominent technology company specializing in enterprise project and portfolio management solutions. At WisageTech, Steve played the leading role in developing and delivering innovative solutions to industry giants like Lockheed Martin, Bank of Montreal, and Amway. His expertise and vision were instrumental in helping these companies manage their projects and portfolios effectively. Before his time at WisageTech, Steve held the position of Senior Manager at the Hong Kong Stock Exchange (HKEx), where he directed the technological landscape of the middleware platform for the Clearing unit. His leadership at HKEx contributed to the efficient and secure operation of this critical financial institution. Prior to his tenure at HKEx, Steve served as the Senior Director of Platform at InterWorld Corp., a renowned eCommerce company. Here, he was at the forefront of delivering cutting-edge solutions to enterprises such as Disney, Marks & Spencer, and Brooks Brothers. Steve’s innovative contributions helped these companies navigate the digital landscape and achieve success in the competitive eCommerce space.

Throughout his career, Steve has consistently demonstrated a knack for innovation and a commitment to driving technological excellence. With a proven track record of success in the IT industry, he continues to lead the way in identifying and implementing groundbreaking technologies. Steve Chien holds an MA in Computer Sciences from New York University and a BA in Power Mechanical Engineering from Tsinghua University in Taiwan.

Vice President, Finance and Investment

Chun Min

Ms. Chun Min serves as Vice President of Finance and Investment for the China Projects portfolio for Skytower Investments: and provides valuable insights into financing planning and transaction structure. In addition, she is a member of the Senior Executive Team of the National Center for Sustainable Development in Washington, DC. A twenty-year-old NGO with key interests in renewable energy, capital formation and technology innovation.

Her extensive background in the capital markets, project finance and investment, joint venture structure development and project investment structuring is called upon regularly for analysis and strategic insights.  Chun Min has experience with the policies and financial culture of many of China’s largest companies that seek to establish overseas operations. Her work now with the companies interested in locating subsidiaries in Saudi Arabia requiring significant internal investment has helped to strategically position these companies for success in this and onward foreign markets.


She is an equity shareholder in several closely held private companies. She is well known for her philanthropic work both in China and the United States. She holds degrees in finance and accounting and has received Ph.D. management program training from the Kennedy School of Government at Harvard University.

Herman L. Dai

Mr. Herman Dai serves as China Market Advisor. He joined Skytower team with more than 30 years of market knowledge and experience in China.

Herman is the founder of Su’s Industry Group. He acts as the founder and operates within the Hydrogen Technology sector. He is also the vice chairman of Beijing Green Manufacturing Association. He is an expert in the industry. He offers consultancy services to government organizations, specializing in financial coordination and management.

Professor Herman Dai has worked in electric power, telecommunications, and mechanical engineering. He has also established specialized industry manufacturing systems. With over 40 years of experience, Professor Herman Dai specializes in technology investment, business development advisory, corporate management, and strategic relationship development in China.

Herman Dai established a foundry technology research institute at Hefei University of Technology. He graduated from Hefei University of Technology in 1983.
